Chronological Events
The provisions of the decree n°57-2 dated 29 July 1957, fixing the attribution of the Secretary of the State to the Presidency, stipulates that the Secretary of the State to the Presidency is in charge, notably, of the functioning of the departments of the general administration and he is in charge of the settlement of all administrative affairs relating to the several departments, He stamps or signs, as the case may be,the regulatory or individual orders of the Secretaries of the State, in other words these provisions sets the tasks of the current structure of the civil service.

In 1970, a new structure was formed by the
decree n°70-118 dated 11 April 1970, organizing the departments of the prime ministry called the
the Civil Service Directorate.

In 1971, during the reorganization of the Prime ministry Departments by the
decree n°71-133 dated 10 April 1971,
the Civil Service Directorate was put under the hierarchical authority of the Secretary General of the government.

Later on, and in according to the reforms adopted by the decrees of 1986 and 1987, the Civil Service Directorate was known by its role which exceeds its traditional tasks:

The Year 1986 was particularly important for the Civil Service Directorate which knew an evolution at the level of its attributions and succeeded to make of this structure a
General Directorate which is the subject matter of the
decree n°86-649 dated 7 July 1986 with a new role and a new organization of departments

In January, 1987, with the creation of the
Ministry of Civil service and Administrative Reform, a fundamental improvement in sharing tasks and development of the
General Directorate of Civil Service were provided for by the
decree n°87-55 dated 12 January 1987.

The
decree n°87-1298 dated 27 November 1987 abolished the Ministry of Civil service and Administrative Reform, and the organization of its departments was added to the attributions of the
Prime Ministry including the
General Directorate of Administration and Civil Service.

In 2010 a General Committee of Civil Service was created by the decree n°2010-258 dated 9 February 2010. The General Directorate of Administration and Civil Service was joined to this committee.
Attributions
The General Directorate of Administration and Civil Service shall, under the supervision of the Prime Minister, watch over the implementation of the statutory rules relating to the human resource management. It is also in charge of a mission of study, control and advice.
For this purpose, the General Directorate of Administration and Civil Service :
Deals with matters relating to :

The draft and implementation of the policy of recruitment of civil servants (choice of the candidates by means of competition or by means of contract or as temporary agent)

The computerized management of the personnel of the State
-
The projected management of the enrollments of the civil service
-
The management of the career of the executives of the civil service
-
The movement of civil servants and the techniques of their valuation
-
The decentralization of the management of the civil servants
-
The regionalization of competitions.
Watches over the coherence of the different schemes of remuneration of the public agents.
Studies the possibilities of reform of the current organization of public administrations.
Controls the tasks of management of the career of the civil servants at the level of the regularity of acts submitted for visa or signature and their compliance with texts having a general or specific nature.
Has a task of coordination, it accepts and studies the text drafts and documents worked out by the different ministerial departments relating to the sequence of the career of the public agents, it gives its opinion and provides advice before their final adoption.

of the scheme of the half-time mother work with the benefit of the two thirds of the wage
Insures the assignment of the student graduated from the national school of administration (E.N.A) in the different training courses.
Participates as member representing of the Prime minister in the works :

of jury of competitive entrance examinations or promotion and commissions of recruitment of temporary and contractual staff

of the commission of reform and retirement for disability in the national pension social providence fund
-
of the advisory commission sitting at the Ministry in charge of Culture for the examination of the files grant of leave for creation for the benefit of agents of public sector
-
of the departmental medical commission of ordinary illness and long-term illness (the period which shall not exceed one year)
-
of the national commission and of sectorial commissions of equivalences met in the ministry in charge of higher education.
Insures the monitoring of the implementation of the decisions of the administrative tribunal for action Ultra Vires (action without authority).
Contributes to animate the considerations about the modernization of the civil service.
